Physical beauty is temporary and inner beauty is permanent..There are people who are beautiful (lookswise) but very rude (behaviour-wise). There are also (both) Good-hearted and beautiful people. This statement of yours is correct to some extent but not always. Inner beauty enhances outer beauty.
