Don’t u think HRT should be free just like ‘the pill’?

My mum is one of the millions of ladies in this world who needs to take HRT. I was shocked when she told me she has to pay for it. On the other hand I am on the pill and I get it for free. Shouldn’t it be pretty much the other way round since the pill is optional and not compulsary? What do u think?
