  Of course it is!

  Anything your doctor orders and gives you a prescription for is legal.

  It’s legal all over America as long as you have a prescription from a doctor. but sometimes with time being of the essence it can be a little hard to get and some people get it illegally across the INTERNET and self medicate, this can be potentially dangerous. Sometimes it takes a little patience and effort.

  For local doctor that said your friend should also look on line for local doctor that said your friend should also look on line for local doctor that has experiance treating transgender individules.
